The fourth officials were told to keep account of time lost throughout the game during the tournament in Qatar, something they had previously attempted to do during the previous World Cup in Russia in 2018. This was verified by Pierluigi Collina, the chairman of Fifas referees committee, last week.

He said to reporters at a pre-tournament conference that in Russia, we tried to be more exact in correcting for time lost during games, which is why you saw six, seven, or even eight minutes tacked on.

So reason for this much stoppage time in this World Cup is instructions from FIFA to officials to track stoppages in match. So there should be no subjectivnes in added time in this World Cup.
